Michael Foley grew up in New Jersey and made his way to California in 1987 to take advantage of the University system. He is a graduate of University of California Santa Barbara with a degree in biochemistry. Before founding SWOP with Robyn Few, Foley and Few worked with medical marijuana activists in San Francisco and the East Bay. "The right of people to be free of pain and suffering is a human right. Swept up into the prostitution issue when the FBI served a warrant for "conspiring to promote prostitution by the use of the telephone" on Robyn Few at their home in Jenner, CA Foley believes that arresting prostitutes instead of trying to help them is exacerbating the problems surrounding the issue. "Every year in California we spend hundreds of millions of dollars arresting prostitutes. Why not spend that money to help people instead?"
